1879/81 by Alfred Waterhouse. Red brick dressed with red terracotta.
Pointed arched porch, mullion and transom windows, roof gables. River
facade duplicated to right circa 1926. East extention 1910 by Charles
Holden containing offices and polygonal council chamber. Brick with
flush ashlar dressings.
