Circa 1870. 4-storey 3-bay tenement. Ashlar, polished to ground floor. Droved above. Dividing band between ground and 1st and 2nd floors, cill band to 2 bays to left at 3rd floor; moulded eaves cornice. Bipartite windows in bays to right and left. Timber panelled door with small-pane glazed fanlight to centre.
Predominantly modern glazing. Grey slates. Rendered stacks with circular cans.
The plan of this area more or less as built appears on Wood's 1820 map of Edinburgh. The Merchant Company had adopted William Burn's plan for the Grindlay family's Orchardfield estate in 1820. Spittal Street provides an important piece of townscape, articulating the approach to Thomas Hamilton's King's Bridge. No 23 is listed for group value.
