Built between 1886 and 1888 by Brightwen Binyon and dated 1887. 2 storeys red
brick. 2 parallel ranges. Hipped tiled roof. Centre pediment with moulded brick
decorations. Parapet with 4 ball finials. 5 sashes with glazing bars intact
with stone pediments above and swag moulding below this. Moulded architraves.
Pilasters flank lst floor windows. Aprons underneath windows. Stringcourse.
Elaborate pedimented doorcase with brick pilasters.

The Library and Museum form a group with the Former Technical Institute.
