The building is brick with a pantiled roof and is two storeys high. It has two sash windows at the first floor, with glazing bars, and flat arches that vermiculated voussoirs and panels above. The shop front on the ground floor has a wooden case and a name panel above. There is a canopy box above the shopfront.

North Walsham is a medieval market town that grew wealthy from the trade of wool and cloth. The town was largely rebuilt following a fire in 1600 but remained a significant market centre into the Industrial Revolution.
Number 38 dates from the early C19. It is depicted on the Tithe Map of 1842 as a small square building. It is recorded as a house owned by William Plummer and occupied by ‘divers persons’. A similar configuration is shown on the 1885 first edition Ordnance Survey map.
