Striking composition in pink terracotta, mixed classical style of c.1893 standing
out as a landmark in this area, with tall entrance tower on corner crowned by square
upper dome high reading-room gable placed diagonally towards rear. Single-storey
street frontage mullions and transoms terracotta windows under 4-centres retaining
arches, with lively sculpture groups in tympana.
