Public library, 1906-8, by W.J. Newton. Ashlar facade (coursed
sandstone side wall), slate roof with 2 ventilators on the ridge.
Five bays and 2 storeys, in Renaissance style; channelled rustication
to ground floor, dentilled string course, Corinthian pilastered 1st
floor, dentilled cornice, balustraded parapet. Door at right hand side
has keystone with face of Shakespeare, Ionic porch with polished columns.
Four rectangular windows at ground floor with figured keystones (Dante,
Milton etc.); five round-headed windows at 1st floor, above balustrade
which is false except over porch. Frieze lettered "CARNEGIE PUBLIC
LIBRARY". Interior: large stairlight with stained glass in Art
Nouveau style, lettered "KNOWLEDGE IS POWER" "A LIGHT TO GUIDE" (etc.)
and incorporating Accrington Corporation Coat of Arms with motto
"INDUSTRY AND PRUDENCE CONQUER". (Item adjoins Mechanics Institution,
