Plinth with bollards. c1879. Marble. Tall rectangular
inscribed plinth surmounted by obelisk bollards originally for
chain surround (this removed) and inscribed stepped blocks.
HISTORICAL NOTE: Sir Rowland Hill founded the penny post. This
is a memorial only; Sir Rowland Hill is buried in Westminster
Abbey.
