Mid 19th century. 3-storey, 5-bay tenement now with shop and library to ground. Snecked rubble with ashlar margins. Raised cills. Pair of segmental arched opening to far left and segmental arched opening to far right.
Deck access to flats at rear.
Predominantly replacement 12-pane timber sash and case windows to upper storeys, plate glass to shop and library. Brick wallhead stacks to street elevation and gable stack.
A Group with West Mill Street, The Old Granary; West Mill Street, Lower City Mills, Tourist Information Centre and West Mill Street, Ramada Perth Hotel (former city mills).
This building formed part of the Upper and Lower Mills complex with and industrial use on the ground floor and flats above. It is an important part of the industrial history of Perth and forms part of a group with the other mill buildings. The arched opening to the far right was previously a pend and has been converted into a shop.
This area of Perth was a substantial industrial district in the 19th century, with the Upper and Lower City Mills (see separate listings) a brewery, mills and a dye works across the street. The ground floor has been converted to shops and a library.
