These four-storey dwellings, completed in 1897, were a planned housing scheme designed to improve an area with one of the Edinburgh's highest mortality rates. Medical Officer of Health, Dr. Littlejohn reported in 1865 that population density in the Tron area of the High Street was 646 people to the acre, surmising that "in no part of the world does there exist greater over-crowding of population".
