House, now flats. From 1808 with C20 alterations. By John Pinch the Elder.
MATERIALS: Limestone ashlar to front, ashlar and render to left side above adjoining house (No.18 Park Street, qv), ashlar and render to rear. Roof structure not visible to front behind parapet, coped gable wall with ashlar stack to left side. No.19 breaks forward slightly from adjoining houses Nos 18 and 20 Park Street (qv).
EXTERIOR: Four storeys and basement, three-window range. First floor has three nine/nine-sashes, to right with single pane opening light, in plain reveals with wrought iron balconettes, window to centre in surround with reeded pilaster strips, carved console brackets, frieze with ribbon and swag decoration and moulded cornice. Second floor has three six/six-sashes in plain reveals, third floor has three six/six-sashes, to centre with horns, in plain reveals with stone sills. Ground floor has to left two plate glass sashes in plain reveals, to right six-panel door with reeded and raised and fielded panels in reeded surround with diamond pattern fretwork side panels and decorative fanlight in round headed plain reveal (cf. Cavendish Place qv), single step to pennant paved crossover with pair of cast iron footscrapers. Basement has two six/six-sashes in plain reveals with stone sills, C20 half-glazed door with four-pane overlight in ashlar infilling under crossover, area steps gone. V-jointed rustication to ground floor forming voussoirs over door and window openings, band course over ground floor forms sill band to first floor windows, sill band to second floor windows, frieze and modillion cornice over second floor, moulded eaves cornice and coped parapet. Wrought and cast iron lampholder over front door. Rear elevation retains early glazing bar sashes, small ashlar and asbestos sheet covered extension up to first half landing.
INTERIOR: Not inspected.
SUBSIDIARY FEATURES: Attached wrought iron railings and two gates with shaped tops on painted bases.
HISTORY: Part of incomplete St James's Square development on land leased by Fielder, King, Hewlett and Broom from Sir Peter Rivers Gay 25 March 1790; upper part of Park Street commenced to design of John Palmer and continued but not completed to design of John Pinch after 1808, street formerly terminated by All Saints Chapel at top and intended to be continued in a NW direction as Regent Place. Nos 19 and 27 Park Street (qv) opposite are the first houses in John Pinch's continuation of Park Street and are given a more architectural treatment than the other houses.
