Council's Architects' Department. Red diaper brick with concrete floors, roof and stairs.
Ground-floor health centre entered through single storey frontispiece; first-floor library reached
via side entrance and projecting staircase tower. All windows are metal casements with
horizontal panes, those to ground floor and stairtower arranged in vertical strips, those on first
floor forming a continuous horizontal band under moulded deep eaves cornice. Similar glazing
